Owing to the absence of
our Indians, on their winter hunt, I have been
unable to see the Chiefs, for considering the subject
in council, of adopting the Okmulgee Constitution,
as referred to in thy letter dated 12th mo 18th day 1870.
Warloope has gone to the Camps of the Plain Indians
for the purpose of fulfilling his promise to thee in
persuading those bands to adopt a peaceful policy.
He expected to return to the Agency in about 15
days, by which time I have sent word to the
other Chiefs to be here for the purpose of taking
into consideration the subject referred to.

I enclose this letter as evidence of the services
these Indians may render to the government in their influence over raiding bands - Warloope was in
the Okmulgee Council - and is interested in Indian
civilization ---- E. Hoag

1. Jonathan Richards was an agent for the Wichita Agency from 1870 to 1876.
2. Enoch Hoag was Superintendent of the Central Superintendency from 1869 to 1876.
